Hi!, my name is Elizabeth Mejia.  The New York City Youth Services Department develops a plan for all youth related services on a yearly basis.  It's prepared with community input via the community boards.  You may want to review this document.  I don't readily have the e-mail address, but it's a city agency and I'm sure not impossible to find.</P>
