Keith,
I'm not sure if it would be considered a "comprehensive youth plan" but =
I've
been impressed with youth involvement efforts of the City of Boise, =
Idaho.
They have a program called Healthy Community/Healthy Youth

through other list servs have heard about their efforts particularly in
including youth on city boards and commissions as full voting members. =
Good luck and kudos on your efforts to involve youth in your community. =
