This message is meant as an introduction of myself and the effort that I am
involved with.

I am Arlon Kennedy, Executive Director of the Institute for Community
Empowerment, Inc.[ICE] of Broward County, Florida.  I've been involved for
the past seven years in a series of South Florida non-profits that served
or had programs that serve youth.  Prior to this I lived in Atlanta, where
over a period of twenty-five years I accumulated an assortment of community
and human service as well as private sector business experiences. I.C.E. is
part of my own vision and incorporates knowlege and experiences that I've
gain from a combination of human and community service experience plus
eighteen years of work in the microcomputer industry.  ICE's mission
revolves around a commitment by our staff and others who that vision to
help break the "cycle of poverty and disinvestment" in low-income or, so
called disadvantaged, inner-city neighborhoods.  Towards this end, we have
committed to a strategy that seeks out creative applications of evolving
"information technology" as solutions to address poverty and community
deterioration.

ICE currently operates two "PowerUP" affiliated, community technology
centers.  We call our centers the "ICE Cube @______________________ (the
neighborhood name is substituted for the blank)" and are planning for the
opening of a third.  We are also involved in developing a plan to launch a
full time, professional level, career oriented, technology training center.
This new facility will target strategically important markets such as
public school teachers, non-profits, TANF and Welfare-to-Work participants.
ICE also has or will soon implement two other technology driven projects
along with a WEB site that will serve either homeless or other low-income
persons that are seeking employment and other vital services.
