internet usage policies

Hi,

My name is Mary Ann Slagle and I am the Network Admin for a residential
children's service agency.

We are trying to develop policies for student internet usage, including
free email accounts, for our computer lab.  Our population is adolescents,
many with delinquent backgrounds and tendencies.

Any resources/policies/experiences anyone can share will be greatly
appreciated!
