POSITION DESCRIPTION
TITLE: Associate Program Director, CyberCamp
LOCATION: Minneapolis Campus, McNamara Center
DESCRIPTION:
The University of Minnesota Extension Service's vision and mission are
committed to locally based and locally driven service to help communities
throughout Minnesota tap into the rich research and expertise of the
University. Extension services and programs are delivered regionally in
the field by regional Extension educators working closely with campus
faculty.
Extension has identified three major areas of educational programming:
1) Community Development and Vitality - business development, e-commerce,
diversity; 2) Land, Food, and Environment - agriculture, natural resources;
3) Youth Development and Family Living - 4-H and other programs.
Extension 4-H program assistants support local programming at the county
level. 4-H is also supported by two professional positions: regional 4-H
educators serving multiple counties, and regional community youth
development educators who do training, consulting, applied research,
evaluation and facilitation.
The person in this position will work with a virtual team to develop
CyberCamp, a national online non-formal educational "camp" where youth ages
8-12, camp counselors, and care givers participate in online individual and
group activities, communicate with and build relationships with other
campers, experts, and camp counselors, and download activity sheets,
information, and instructions to support online activities. CyberCamp is
designed to enhance youth learning about our environment from the
perspectives of science, lifecycles and networks, outdoor activities, arts,
culture, and health. CyberCamp is intended for use in out-of-school
programs and by individual youth.
RESPONSIBILITIES:
* Provide project management for the development of the online non-formal
educational environment for youth ages 8-12.
* Implement a process ensuring that the design and development elements of
the project are planned, coordinated, and meet project needs.
* Manage the budget, including grant and contract funds. Develop funding
and sponsorship proposals.
* Coordinate user assessments, pilot testing, and evaluation of project
components. Identify content development opportunities.
* Identify and develop technology resources needed for the project.
* Identify and recruit team members and manage the geographically dispersed
and part-time virtual team and related resources.
* Coordinate communication and dissemination of project information,
including accountability reports to key stakeholders, project directors,
and clientele.
* Provide leadership for expanding the awareness and use of the project by
4-H, other youth organizations, and out-of-school programs for the 8-12 age
range.
ORGANIZATIONAL CONSIDERATIONS:
Appointment: The person in this full-time position, funded for one year,
will have the University academic administrative title of Coordinator
(class 9354). This is an annual appointment funded by a grant. Renewal
each year is contingent on availability of funding, performance, program
need, and results.
Administrative Relationships: This person will report to the children,
youth and families education and research network (CYFERnet)
Coordinator/Project Director at the Center for Youth Development.
Performance Appraisal: The performance of this person will be evaluated
annually by the Project Director in consultation with appropriate others.
Travel: The person will be expected to provide his or her own means of
traveling throughout the state. Reimbursement will be provided in
accordance with University policy.
REQUIRED QUALIFICATIONS:
* Bachelor's degree. Master's degree preferred.
* Experience managing complex projects, including: developing funding,
staffing, budget, conducting needs assessments and evaluation, reporting on
outcomes, marketing, assembling diverse stakeholders with joint interests,
forming collaboratives to achieve significant outcomes.
* Experience using information technology for youth-focused learning and
communication.
* Evidence of strong written, verbal and interpersonal communication
skills, including: organizing ideas, clearly defining expectations,
preparing accountability plans and reports, effective listening,
leadership, team building, and conflict resolution.
* Demonstrated ability to:
o Work independently with minimal supervision
o Effectively use applications such as Internet browsers, e-mail, word
processing, databases, spreadsheets, electronic bulletin boards, and other
communication, planning, and collaboration tools.
SALARY: Commensurate with experience and education.

The person in this position will develop information technology curriculum
and resources to meet the needs of the Minnesota 4-H program, and the
national 4-H and children, youth and families at risk (CYFAR) youth
programs. She/he will ensure that: 1) the Minnesota 4-H program staff
members and volunteers have high-quality curriculum and resources that can
incorporate technology; 2) staff members and volunteers are trained to
deliver and implement the curriculum and program; and 3) continuous
research and evaluation is used to improve the adoption of information
technology in programs.
RESPONSIBILITIES:
* Create a Minnesota 4-H information technology program by providing
leadership for expanding the use of information
technologies in the Minnesota 4-H youth development program by staff
members and volunteers.
* Coordinate with regional Extension educators in youth development and
others to implement youth program information technology outreach,
training, education, applied research, and demonstration projects.
* Coordinate with regional Extension educators in youth development and
others to encourage technology use by existing 4-H youth development
programs and activities and the formation of new 4-H technology activities
and programs.
* Work with pilot sites to develop, test, train on, implement, monitor, and
evaluate new youth program technology ideas and curriculum.
* Identify potential partnerships and funding opportunities to support the
Minnesota 4-H information technology program, develop successful
partnership and funding proposals, and oversee grant and contract funds
obtained.
* Communicate program accomplishments and outcomes with citizens,
stakeholders, collaborators, project directors and staff members.
* Develop and maintain online resources related to the Minnesota 4-H
information technology and the national CYFERnet program.

such as: listening, promotion, training, leadership, tem building and
conflict resolution.
* Enthusiastic interest and aptitude for enabling the use of information
technology by diverse audiences such as small communities, governments,
families, non-profit organizations, adults and youth.
* Entrepreneurial skills to assemble project resource support such as
grants, contracts, loans, or donations.
* Demonstrated ability to:
o Use applications such as: Internet browsers, email, word processing,
databases, spreadsheets, and electronic bulletin boards.
o Teach the use of information technology skills.
o Teach and mentor people using and on the use of contemporary information
technology skills for addressing a problem or opportunity.
o Successfully write grants and other funding proposals.
o Plan and coordinate a demonstration or pilot project.
o Plan and coordinate applied research and evaluation projects.
o Successfully collaborate with and lead teams to achieve significant
outcomes.
o Work independently with minimal supervision.
o Assemble diverse stakeholders for assessing joint interests and
opportunities, leading to fruitful collaborative outcomes.
