Randi,

I know of some who have used Dept of Justice Juvenile Accountability Block 
Grant Funding to support programs dealing with LD/MR/DD, as well as school 
based delinquency (drugs, violence) prevention.  The HHS/SAMHSA drug free 
communities money may be another possible place.

I have written and managed projects in both these funding areas.

I have connected with strong juvenile advocates at Virginia Commowealth 
University who may be able to help as well.

I would be happy to talk about this with you, and or help shape something. 
I know some good people in Arizona interested in these issues as well.
