A good way to get a person to coordinate volunteers is to apply for an 
AmeriCorps*VISTA grant. Part of  or the major part of your work/program 
would be to build a network of volunteers, create volunteer guidelines and 
training procedures--all part of building the capacity of your 
organization. The AmeriCorps*VISTA program allows for a paid volunteer to 
work at building capacity for an organization that is committed to working 
towards eliminating poverty--and that is a wide open general
