adding new programs

We are a 34-year old afterschool tutorial program.  We need new programs.
Where can we get ideas for new programs? Our student numbers are down.  We
help 3-12th grades w/the basics.  Want to include computer literacy.  Don't
know how to write up a program proposal. Help!
