Delores-will your program be considered a small business owned and 
operated by you,  or will it be connected with a school district?  If you 
are looking at this endeavor of yours as an entrepreneur, or as a skilled 
person willing to volunteer her services?  If your leaning is towards 
business, there is free counseling available from the Small Business 
Administration on setting up businesses.  If your leaning is towards 
volunteerism, local neighborhood associations, parent teacher associations 
and the school district in which you want your program can provide leads. 
First, if you have not done it already, is to do some market research, to 
determine how much of a need your tutoring will fill.  Books on simple 
market research can be obtained at you library.  Once your need is 
determined, you can go ahead and start to develop your program.  Planning 
ahead will avoid problems in the future.
