Check out the funding from Workforce Investment Act. In most communities
it is Workforce Development - Department of Labor. Remember the old Job
Training Partnership Programs (JTPA) that went through a sunset a few
years ago? It was replaced by WIA. Workforce Development has funding for
youth programs and services. If the youth are in foster care, or
emancipated (youth ages 18-23 in most states) they may be eligible for
Chafee Education and Training Voucher dollars. Each State is sharing in
40 million in these ETV dollars. Each state also receives Chafee Foster
Care Independence funds which may be used to assist youth with education
and training also and serves a population of foster care youth ages 14 and
over in most states (14-21). I think personally that we need to do a
better job of "braiding" funding sources - using all the funding streams
available to us to serve youth, based on the youth's eligibility for each
of these sources. Although we can not "pool or commingle" funds we can
BRAID them to strength our programs. Good Luck.
