Start a non-profit afterschool enrichment & tutoring pgm

I want to start a non-profit afterschool enrichment program + tutoring for 
middle school age kids.  I'd like it to be free for those who can't pay 
and low-cost for those who can.  Ideally, we would implement (fun & 
proficiency-oriented) language-culture classes, arts and crafts and 
marketing skills, technology and communication skills, and other areas of 
interest to the students involved.  I'd like there to be a service 
component as well as intergeneration learning.

I have a lot of teaching experience at various levels but know very little 
about the business and marketing end of things.  How would you recommend I 
begin?  Any suggestions will be welcomed.
