I think there's some of both - partisan and nonpartisan GOTV going on.
GOTV campaigns that make an issue the highlight of their campaign,
generally have a harder time appearing nonpartisan.
But, from all of the research we have seen, it is better to offer
nonpartisan messages. Young people are much less partisan than older
voters. We did a poll of 15-25s a few months ago that had 28% leaning
Republican, 32% leaning Democrat and 25% Independent. If you look at just
18-25s it looks a little more Democratic, but still a minority identifies
"strongly" w/ either party.
So, the likelihood that you will really reach young people w/ a highly
partisan message isn't too good...
And I think several of the national mobilizing campaigns take the
nonpartisanship to heart.
