Debbie,
I work 3/4 time and my boss also puts in time with the teen programs.  We 
have 3 other people in our Community Development Dept. who also will help 
with my programs when needed, but also work 3/4 - full-time on their own 
programs.  I guess it depends on how many youth you have & how many 
different programs you offer, but I can't imagine how one person could work 
with youth & be just part-time!
Good luck getting full-time for that person!
