Not sure about web evaluation, but for a newsletter template try Microsoft
Creative Writer 2.0 We use it in our computer learning center and its great.
The older youth 9 - 13 are able to master it quickly. And it has a voiceover
feature for all of its icons and tools, so younger youth are able to use it
as well. We have six-year olds who have created web pages. It is mainly a
program for web design, but it has templates for other projects including
newsletters and banners.
We were lucky to get copies before MS stopped making it, but do a google
search you can still find copies. I also found this link with a free
download. Let me know how it works out.

Finally, I found this page that provides an overview/tutorial for Creative
Writer, but it only highlights the web functions not the templates.
