Thanks for raising a problem bound to arise..................if need be to adopt...........we can negotiate with the phone companies for reasonable rate for those who are going to use it for that purpose especially the students who rely on their parents for payments..THEY CAN BE ISSUED WITH CODE #'S OR STUDENT REGISTRATION #"S OR SOMETHING TO SEPERATE A STUDENT FROM A BUSINESS (MAN) OR ETC........IT MAY JUMP FROM THERE TO ALL ASPECTS OF LIFE BUSINESS LOCAL & INTERNATIONAL , PERSON TO PERSON, COMPANY TO COMPANY, ETC..........................WE NEED TO WORK OUT SOMETHING.............for whose who cannot afford cell phones " a cell bank can be created to collect used ones for distribution to needy students...............................WE HAVEN'T FISHED YET MORE DISCUSSIONS NEED TO BE DONE...........................

Other than that, I think you've got some great ideas going - I can certainly see my teen-agers getting into this type of assignment.
