I would suggest finding youth serving organizations that have success with the demographic you are interested in.
Arriba Juntos comes to mind
Secondly, I would look at organizations that have successfully provided real alternatives to gang affiliation.
Youthspeaks.org - youth poetry
DCTVNY.org - youth media
NFTE - Youth Entrepreneurs
There are a number of sports programs as well.
As you are experiencing, gang membership is extremely complex. Young people are interested in belonging to a force that is moving forward, that has kinetic energy.
