KIELSMEIER AND CULBERTSON: SAVE LEARN AND SERVE AMERICA
At the National Service-Learning Conference in Philadelphia,
NYLC¿s Jim Kielsmeier and Youth Service America¿s Steve
Culbertson called on the service-learning field to urge Congress
to restore funding for Learn and Serve America. As previously
reported in the Briefing, the administration has proposed a 20%
cut to the program¿s traditional funding level of $43 million.
If accepted by Congress, the cut would mean 300,000 fewer young
people engaged in service-learning by Learn and Serve America
and a loss of $34 million in leveraged resources to
communities.

STATE FARM® ANNOUNCES STATE FARM YOUTH ADVISORY BOARD
State Farm® is proud to establish the State Farm Youth Advisory
Board, charged with helping State Farm leadership design and
implement a signature service-learning initiative. Members of
this Board will play an important leadership role in creating
and overseeing a $5 million/year signature service-learning
initiative which will address pressing issues of importance to
State Farm and communities across America.
State Farm leadership and some of its key national
service-learning and education partners will help select a
diverse group of approximately 30 young people ages 17-20
(applicants must turn 17 by 6/30/06 and not turn 20 until after
6/30/06) to serve on this State Farm Youth Advisory Board.

APRIL 25 - PANEL DISCUSSION: EXPLORING A NEW GI BILL
Should national service be mandatory? Should military and
civilian service join forces? Can we afford to expand the GI
Bill? Can we afford not to? The City Year DC Corps is co-hosting
a panel discussion with the Georgetown Journal on Poverty Law
and Policy and the Georgetown Military Law Society entitled,
"Exploring a New GI Bill: A look into military and non-military
service in the 21st Century". The panel will explore the
political, financial, and social constraints that complicate a
unified movement for military and nonmilitary national service.
Confirmed panelists include: Georgetown University Law Professor
Peter Edelman and Shirley Sagawa, founding COO, Corporation for
National and Community Service.
This panel will take place on Tuesday, April 25 at 6:30 PM in
the Gewirz Student Center, 12th Floor, Georgetown University Law

HARRIS WOFFORD AWARD WINNERS ANNOUNCED
Youth Service America has announced the three winners of the
fifth annual Harris Wofford Awards, recognizing one young
person, one institution, and one media organization. The awards
were presented on March 24, 2006, at the 17th annual National
Service-Learning Conference. The award winners include Geneva
Johnson (individual winner), KIDS Consortium (institutional
winner), and Parade Magazine (media winner).
Youth Service America created the Harris Wofford Awards in 2001,
underwritten by the State Farm Companies Foundation, as a
recognition program to honor the life work of Harris Wofford in
making service and service-learning the common expectation and
common experience of every young person in America. To view the

FROM THE CAPITAL TO THE CLASSROOM: YEAR 4 OF THE NO CHILD LEFT
BEHIND ACT
On March 28, 2006, The Center on Education Policy released its
fourth annual report on the implementation of the No Child Left
Behind Act. From the Capital to the Classroom: Year 4 of the No
Child Left Behind Act, is a comprehensive analysis of how the
law is being implemented at the state, district and local
levels. Based on a survey of 50 states, 299 school districts and
38 case studies of school districts, the report provides the
most up-to-date information about the law's implementation and
shares the opportunities and challenges that it has presented

SAVE THE DATE: AMERICA¿S PROMISE ALLIANCE REGIONAL FORUMS
The America¿s Promise Alliance will host five regional forums in
2006 featuring the 100 Best Communities for Young People. The
two-day forums will: recognize and promote best practices by
nonprofits, businesses, government, policymakers, educators,
youth, and civic leaders; educate, inspire, and motivate
stakeholders toward the common goal of keeping the Five Promises
for all young people; encourage greater focus and collaboration
within communities to see that all young people receive the
fundamental resources to succeed.
The first two regional forums have been scheduled in Long Beach,
CA on June 8-9, 2006, and in Providence, RI, on July 27-28,
2006. Future forum dates will be announced soon for Charlotte,
NC; Denver, CO; and Indianapolis, IN. The forum is open to
individuals (business leaders, educators, youth development
staff, policymakers, young people, and civic and faith leaders),

STORIES OF EVERYDAY YOUNG HEREOS
Jasmine (12) from Albany, Georgia, with the help of Christopher
(15) and Brea (11) created Youth in Action for Healthy
Lifestyles (YIA4HLS) in conjunction with National & Global Youth
Service Day 2006. With funding help from the YSA Youth Venture
Program, this team of ambitious young people works to educate
and rejuvenate the youth of their community on the importance of
becoming physically active and learning how to live a healthy
lifestyle. Youth in Action invites doctors, nutrition and
fitness specialists, to speak to youth about different health
related issues. They also conduct and participate in physical
fitness activities. In addition they publish a newsletter
highlighting their upcoming events and activities. Youth in
Action has been involved with the Georgia Special Olympics, the
5K Run/Walk for American Cancer Society, and the Albany America
Heart Walk. For National & Global Youth Service Day 2006,
YIA4HLS will host a Youth Activity Day for the community.

"FILM YOUR ISSUE" 2006 YOUTH FILM COMPETITION
FILM YOUR ISSUE is an unprecedented "issue film" competition
directed at young Americans 18 to 26 -- including 7 million
college students on 1200 campuses -- to create 30-to-60 second
films on any issue, as a way of engaging them in current issues,
empowering them to add their voices to the public dialogue, via
film. It's ultimately an exercise in democracy and being an

HORACE MANN OFFERS CONTINUED EDUCATION FUNDING FOR EDUCATORS
For the fourth consecutive year, Horace Mann Educators
Corporation will offer scholarships totaling $30,000 to help
educators continue their education. This year's scholarship
program for educators will offer thirty-six awards, including
one $5,000 award payable over four years, fifteen $1,000
awards payable over two years, and twenty one-time $500 awards.

GRAMMY FOUNDATION ANNOUNCES SPECIAL GRANT CYCLE FOR GULF COAST
REGION
The Grammy Foundation has announced a special grant cycle for
archiving and preservation of the music and recorded sound
heritage of the Gulf Coast region. This special Gulf Coast grant
cycle will award grants to organizations and individuals to
support efforts that advance the archiving and preservation of
the music and recorded sound heritage of the Gulf Coast. Grant
amounts generally range from $10,000 to $40,000. Deadline is
