4-H does NOT offer grants for GPS. 

There will be a 2007 ESRI GIS Grant program. Open only to official 4-H
programs, the grant is for GIS software, training and curriculum.
Information about the 2007 program will be posted after Dec 15 on the ESRI
website, and proposals will be accepted in Jan and Feb.
