Hi all not sure about a camp, but 4-h has a new online resource in video production for youth.
Google 4-h film making and you should get to it.

Hello, I have some funding to send a young enthusiastic high school male student to attend a summer camp to learn digital video skills. He can travel in the NorthWest, which includes Portland, Seattle, Spokane, Montana or Las Vegas Nevada. Please let me know if you have a camp that is open and avails itself to high school age youth.
